STF retoma julgamento que pode mudar a internet no Brasil!
Nesta quarta-feira, 25 de junho de 2025, o Supremo Tribunal Federal (STF) volta a julgar a constitucionalidade do artigo 19 do Marco Civil da Internet (Lei 12.965/14), que atualmente protege plataformas digitais de responsabilização por conteúdos de terceiros, exceto quando descumprem uma ordem judicial específica de remoção.

O que está em jogo?

O STF pode alterar completamente esse cenário, permitindo a responsabilização direta das plataformas em casos como:

  • Perfis falsos 
  • Discurso de ódio e deepfakes 
  • Fake news com impulsionamento pago 
  • Conteúdos ofensivos mesmo sem ordem judicial 

O que dizem os ministros até agora?

7 ministros já votaram por mudar o atual regime, com variações, mas defendendo que:

✅ O art. 19 deve se tornar exceção, aplicando-se só a crimes contra a honra;

✅ O art. 21 deve ser a nova regra, com remoção após notificação extrajudicial;

✅ Conteúdo patrocinado pode gerar responsabilidade imediata da plataforma;

✅ Plataformas terão dever de cuidado com conteúdos especialmente danosos (terrorismo, crimes contra crianças, etc).

E o setor privado?

O Google Brasil declarou que uma mudança radical pode levar à restrição da atuação da empresa no país:

“Poderemos ser forçados a remover mais conteúdo e participar menos do debate público brasileiro.”

The International Conference on Intelligent Data Engineering and Automated Learning (IDEAL) is an annual international conference dedicated to emerging and challenging topics in intelligent data analytics and associated learning systems and paradigms. Following the recent successful events: IDEAL2022 (hybrid) Manchester, IDEAL2021 (virtual), IDEAL2020 in Guimarães (virtual), IDEAL2019 in Manchester, and IDEAL 2018 in Madrid, the 24rd edition, IDEAL2023 will be taking place in Évora, Portugal. Its core themes or topics include, but not limited to:

You are welcome to submit a proposal for a Special Session or Workshop on a focused, active or emerging topic in the scope of IDEAL.


 

Instructions for authors

Authors are invited to submit their manuscripts (in PDF format) written in English by the deadline via the conference online submission system (EasyChair – see below). All submissions will be peer-reviewed by experts in the field based on originality, significance, quality, and clarity. All contributions must be original, must not have been published elsewhere, and must not have been submitted elsewhere during the review period. Papers should normally be within 9 pages (including references) but must not exceed 12 pages, and must comply with the format of Springer LNCS/LNAI Proceedings (see www.springer.com/lncs). 

 

Short Papers

To encourage emerging results and novel initial developments, especially from PhD students and young researchers, we accept short papers (within 6 LNCS pages). Short papers can be submitted a week after the deadline. Such papers will also go through our vigorous peer-review process for its novelty and soundness, with a quicker turn-around time. Although short papers are mainly for the main track, they can be submitted to any relevant Special Session too (information will be available). The submission system will treat any paper that is within 6 pages as short papers, and PC chairs will ensure a speedy review of them.

Formação Acelerada em Programação (inscrições abertas) – SoftexRecife – UFRN

O programa de Formação Acelerada em Programação (SoftexRecife em parceria com a UFRN) tem como objetivo formar 1500 desenvolvedores em programação Front End e Back End, oferecendo uma combinação de conhecimentos teóricos e práticos. Cada candidato poderá escolher entre a Formação em Front End ou Back End. O curso terá um formato semipresencial, com 324 horas de aulas, sendo 180 horas em formato remoto, através de uma plataforma de aprendizado à distância, e 144 horas presenciais.

O XVI Congresso Brasileiro de Inteligência Computacional (CBIC 2023) vai ser realizado em Salvador, no Hotel Mercure Rio Vermelho, entre os dias 8 e 11 de outubro. O CBIC é realizado a cada dois anos pela Sociedade Brasileira de Inteligência Computacional (SBIC – https://sbic.org.br ) e tem como objetivo prover um fórum de nível internacional para cientistas, pesquisadores, engenheiros e educadores apresentarem seus resultados mais recentes e discutirem perspectivas futuras na área de inteligência computacional.

Associado ao CBIC será realizada a Escola Brasileira de Inteligência Computacional (EBIC), que visa contribuir para a formação de pesquisadores qualificados na área de inteligência computacional a partir da realização de minicursos e mesas-redondas.

The XVI Brazilian Congress on Computational Intelligence (CBIC 2023) will be held in Salvador, at the Mercure Rio Vermelho Hotel, from October 8th to 11th. CBIC is held every two years by the Brazilian Society of Computational Intelligence (SBIC – https://sbic.org.br ) and aims to provide an international forum for scientists, researchers, engineers, and educators to present their latest results and discuss future perspectives in the field of computational intelligence.

The Brazilian School on Computational Intelligence (EBIC) will also be held in conjunction with CBIC, aiming to contribute to the training of qualified researchers in computational intelligence by offering short courses and panel discussions.

Call for Workshops and Special Sessions

Special Sessions

In addition to the regular sessions, there are a few special sessions devoted to emerging topics and areas with growing attention – details of approved Special Sessions will be given in IDEAL 2022 website. Researchers and prospective organizers, should you interested in proposing a new Special Session, please submit a one-page proposal as soon as possible to IDEAL Pagramme Committee Co-Chairs [atallon@us.es], by including the following information:
• The title of the special session.
• The organizers with their affiliations.
• A description of why the topic is of special interest and how it fits to the scope of IDEAL.
Each special session preferably consists of four or more presentations. Special sessions receiving less than 4 accepted papers will be merged into the main track.

Workshops
Workshops focus on new and emerging topics. In contrast to special sessions, workshops should include an introductory talk or tutorial on the topic and will have final discussions at the end of the workshop. Apart from the introductory talk in the discussion, Workshops should preferably include six or more additional presentations. Researchers or prospective organisers are invited to submit a one-page proposals for workshops to the conference address [atallon@us.es]. In addition to the information required for special sessions, workshop proposal should also include the following:
• Name(s) of the presenter(s)/organizer(s) of the introductory talk.
• A theme for the discussion.

IDEAL 2022 will be awarding Best Papers awards in several categories, sponsored by Springer and IEEE CIS UK & Ireland Chapter.

Journal Special Issues

Authors of all selected accepted papers will be invited to submit an extended and improved version for consideration for Special Issue in several journals – details to follow on the website.

COVID-19 Situations

It was the organisers' every intention to hold IDEAL 2022 as a hybrid conference. At the same time, given the COVID and other uncertainty and possible travel restrictions and difficulties, IDEAL 2022 will accept virtual presentations from the authors of accepted papers.
